Character and Citizenship Education (CCE) Student Leadership
At Huamin Primary School, we believe that every student has the potential to lead and make a positive difference to others. Our Student Leadership Programme provides students with progressive opportunities to develop their leadership skills, character and Social and Emotional Learning competencies.
Guided by the school’s Student Leadership Framework, students are developed through three key tiers: Lead Self, Lead Peer and Lead School. At Tier 1: Lead Self, all students are introduced to leadership through whole-school leadership and Huaminite Habit talks, as well as learning experiences such as PAL, outdoor adventure programmes, camps and overseas learning journeys. These platforms help students build self-awareness, confidence, resilience and responsibility.
At Tier 2: Lead Peer, students are given opportunities to take on peer leadership roles within the classroom and school community. These include roles such as Subject Leaders, Group Leaders and various Ambassador roles. Through these roles, students learn to support their peers, communicate effectively and contribute to a positive school environment.
At Tier 3: Lead School, selected students are further developed to take on school-level leadership roles such as Prefects, EXCO Prefects and CCA Leaders. These student leaders are entrusted with greater responsibilities and are trained to serve as role models who uphold school values and contribute to school events, initiatives and daily routines.
Our leadership development is anchored in the 7 Huaminite Habits, with a focused adoption of Stephen Covey’s Habit 4: Think Win-Win, Habit 5: Seek First to Understand, Then to Be Understood, and Habit 6: Synergize. Through these habits, students learn to work collaboratively, listen with empathy, respect different perspectives and seek solutions that benefit the community.
Student leaders are supported through training, reflection and feedback from teachers and peers. These experiences help them grow into confident, responsible and caring leaders who are ready to lead themselves, lead others and serve the school community.
To provide authentic opportunities for students to practise and strengthen their leadership skills, Huamin Primary School organises a range of leadership programmes and events throughout the year. These experiences allow students to apply the values and habits learnt through the Student Leadership Programme in meaningful and real-world contexts.
Student Leadership Camp
The Student Leadership Camp was conducted to develop our student leaders’ leadership skills and provide them with meaningful learning experiences beyond the classroom. The programme involved our Prefects and CCA Leaders, who were given opportunities to learn, interact and grow together as student leaders serving the school in different capacities.
The programme comprised two parts:
Leadership Workshop
Student leaders learnt about Stephen Covey’s 7 Habits of Highly Effective People, which introduced them to key leadership principles and helped them understand the qualities of an effective leader.

2. Leadership Camp
Student leaders embarked on a learning journey and took part in activities that allowed them to apply their leadership and management skills. Through these experiences, they learnt to communicate, collaborate and make decisions as a team.

The camp concluded with reflection sessions and group discussions, where student leaders consolidated their learning and reflected on how they could contribute positively to the school community.

Eco-conservation VIA
As part of the school’s efforts to nurture Self-Directed Learners and Passionate Contributors, our Tier 3 student leaders and Green Ambassadors are involved in Eco-Conservation projects that promote environmental sustainability and community involvement.
The Eco-Stewardship Programme supports the school’s Applied Learning Programme in Education for Sustainable Development (ALP ESD). Through this Values in Action (VIA) project, student leaders learn to better understand environmental issues, take ownership of sustainability efforts and contribute meaningfully to the school and community.
In 2026, the environmental sustainability projects focus on:
Primary 4: Food Resilience in Singapore
Students learn about food security and food resilience in Singapore. Through hands-on planting experiences, learning journeys and guided reflections, they gain a deeper understanding of how local food production contributes to sustainability.

Primary 5: Environmental Stewardship through Peer-Led Education on Sustainability (ESPES)
Students learn about climate change and sustainability before designing peer-led workshops for younger students. Through this process, they develop their communication, collaboration and leadership skills while encouraging others to be more environmentally conscious
The programme adopts elements of Design Thinking and Problem-Based Learning, encouraging student leaders to understand real-world issues, explore possible solutions and take action. Through these experiences, students develop empathy, responsibility and a stronger commitment to caring for the environment and community.

Project Happy Hearts
Project Happy Hearts is a Values-in-Action (VIA) initiative that provides our Tier 3 student leaders with meaningful opportunities to serve and connect with the wider community.
Guided by the Design Thinking framework, our student leaders learnt to better understand the needs, perspectives and communication preferences of elderly residents in the Yishun community. Through a structured pen-pal and engagement programme, they applied the stages of Empathise, Define, Ideate, Prototype and Test to explore thoughtful ways of fostering connection, care and inclusion.
As part of the project, students took part in guided reflections, communication workshops and collaborative planning sessions. These experiences helped them develop empathy, social awareness and leadership competencies, while strengthening important values such as respect, care and active citizenship.
The project culminated in a face-to-face engagement session with the elderly residents, where our student leaders had the opportunity to put their learning into action. Through Project Happy Hearts, students grew as compassionate leaders who understand the importance of contributing meaningfully to the community.


Student Voices - You Say Your Say
You Say Your Say is a student voice initiative that provides Huaminites with a platform to share their thoughts, ideas and suggestions on school matters.

Through this programme, our student leaders play an active role in listening to the views of their peers and gathering feedback from the student body. This helps to strengthen communication between students and the school, while encouraging Huaminites to express their ideas respectfully and responsibly.

As part of the process, student leaders learn to listen with empathy, consider different perspectives and work collaboratively with teachers to identify meaningful ways to improve the school experience. The programme also helps students understand that their voices matter and that they can contribute positively to the school community.
Through You Say Your Say, our student leaders develop important leadership competencies such as communication, active listening, responsibility and advocacy. More importantly, they learn that leadership begins with serving others and giving every Huaminite a voice.
Head Prefect Rally 2026
Head Prefect Rally 2026 is a key student leadership event that provides our Primary 6 EXCO Prefects with the opportunity to step forward and share their vision for the school.

Through the Head Prefect Rally, students learnt that leadership is not only about holding a position, but also about having the courage to serve, the responsibility to lead by example and the heart to care for others.
Following the voting process, Ian Chew Ngee Eng from 6 Harmony was elected as Head Prefect. Clarissa Feyruza Mohamed Fairus from 6 Integrity and Natalia Ariana Binte Mohamed Fazly from 6 Trust were appointed as Vice Head Prefects.
Prefects’ Investiture
The Prefects’ Investiture is a significant milestone in the student leadership journey of our prefects, marking their formal appointment as student leaders of Huamin Primary School.


During the ceremony, our prefects affirmed their commitment to serve the school community with responsibility, respect and care. Through the Prefects’ Pledge, they reflected on the importance of leading by example, upholding the school values and carrying out their duties with pride and integrity.
The investiture also provided an opportunity to recognise the dedication of our prefects and the important role they play in supporting a positive and caring school environment. As student leaders, they contribute to the school through daily duties, school events and by being role models to their peers.
Through the Prefects’ Investiture, our student leaders were reminded that leadership is not only about wearing a badge or tie, but also about serving others with humility, responsibility and a heart for the school community.
NYAA Junior Programme - The Butterfly Award
Selected prefects embarked on the National Youth Achievement Award Junior Programme – The Butterfly Award as part of their student leadership development journey.
The NYAA Junior Programme is designed for primary school students aged 9 to 12 and aims to support their holistic development by nurturing sound values, curiosity, confidence and a spirit of service. The Butterfly Award provides students with opportunities to learn essential life skills and grow through meaningful experiences aligned with Character and Citizenship Education.
As part of the programme, our prefects reflected on their growth across four domains: Service Learning, Outdoor Appreciation, Healthy Living and Family Bonding. Through these reflections, students considered how their experiences helped them develop selflessness in serving others, a sense of adventure, a deeper appreciation of their surroundings, stronger family bonds and new skills.
Over a period of time, the prefects completed four reflections linked to the different domains. These reflections encouraged them to think about their responsibilities as student leaders, the values they demonstrated, and how they could continue to lead with care, confidence and responsibility.
Through the NYAA Butterfly Award journey, our prefects were given the opportunity to look beyond their daily duties and reflect more deeply on what it means to serve, grow and contribute meaningfully to the school, family and wider community.
